According to the Land Transportation Franchising and Regulatory Board (LTFRB), the money from the cash card is only for fuel puchases.

The participating gas stations have tarpaulins on the program so that they can be easily identified,” LTFRB Chairman Martin Delgra III said in an interview on DZRH on Tuesday.
