MANILA, Philippines – It’s a little known fact, but Cezar Mancao II is running for provincial board member in the first district of Compostela Valley in the May 13 elections as an independent, based on Commission on Elections data.

But the former police officer is now considered a “fugitive” after he refused to surrender to authorities on Thursday, May 2, Justice Secretary Leila de Lima said. Mancao escaped from the National Bureau of Investigation early Thursday.

De Lima gave Mancao — who is facing murder charges for the death of PR man Salvador “Bubby” Dacer and his driver Emmanuel Corbito — until the end of the day to submit himself to the police. 

Mancao told DZMM in a phone interview however that he will not go back to NBI. Mancao  was a state witness in the case until the Court of Appeals — upheld by the Supreme Court — declared him “incredible.”

De Lima said they will now intensify their manhunt operations against Mancao, who said he is now outside the National Capital Region.

De Lima said that before he escaped, Mancao asked for permission to travel to Compostela Valley.

Mancao ran for congress in Compostela Valley in 2010 under Aksyon Demokratiko but lost. He finished second in a 3-way race, garnering 44,100 votes.

De Lima said they did not grant Mancao’s request because he’s a co-accused in the November 2000 killing of Salvador and Corbito. The Court of Appeals declared him an “incredible and unworthy” state witness in 2011 because of his contradicting testimonies.

Meanwhile, NBI chief Nonnatus Rojas said they have suspended special investigator Rodrigo Mapoy, head of the security and management division.

Mapoy was suspended pending investigation of the possible liability of other NBI personnel — guards Pablo Remalante and Ibrahim Musa — in Mancao’s escape.
