MANILA, Philippines – Eleven independent and third-party candidates received a combined P22,154,500 in campaign contributions for the 2013 midterm elections.

Those received by independent candidate Ramon Montaño were excluded because of inconsistencies in his contributions and expenses report.

Rappler went through the list of contributors of each candidate as stated in their respective Schedules of Contributions Received (SCR) that the Commission on Elections (Comelec) made available to Rappler.

SCRs are the detailed lists of contributors, amounts of contributions, and dates when the contributions were made – as opposed to the Statements of Contributions and Expenditures (SOCE) which reflect only totals of contributions from political parties, other sources, and the candidates’ own money.

Contributions

Only 5 candidates have significant amounts of contributions received: Teodoro Casiño of the Makabayan Coalition, independent candidate Edward Hagedorn, Bro. Eddie Villanueva of Bangon Pilipinas party, and Greco Belgica and Baldomero Falcone of the Democratic Party of the Philippines (DPP).

Casiño, who received P9.2 million in contributions, had some family members as donors. His parents, Amador and Lizabelle Casiño, donated P2 million each. Relatives Paolo Cecilio and Maria Rosario Jara gave P150,000 each. Casiño himself shelled out P950,000, as stated in his SCR.

The Makabayan Coalition added P2 million to Casino’s campaign kitty. Outgoing Caloocan City 2nd District Councilor Edward Cunanan gave P1.5 million.

Hagedorn, former mayor of Puerto Princesa City, Palawan, had only one donor: Vantiv Systems Phils Inc, a security and surveillance company. It donated P5 million in cash, and P784,000 worth of airtime. Vantiv Systems Phils Inc registered the domain of website HagedornForSenator.com.

Villanueva had 2,537 donors each contributing P2,500, for a total of P6,342,500.

Belgica received contributions from only 3 individuals: his mother, Carmelita Belgica, with P100,000; his uncle, Ramon Banta, with P50,000; and Melencia Velasco, with P100,000.

Falcone declared P500,000 from “personal savings, contributions/debt from family, relatives [and] friends.”

Party donations, zero contributions

The 3 candidates of Ang Kapatiran Party received contributions from the party itself: Rizalito David getting P38,000, John Carlos de los Reyes getting P20,000, and Marwil Llasos getting P20,000.

Meanwhile, 3 candidates reported zero contributions: Samson Alcantara of the Social Justice Society party, Christian Señeres of DPP, and independent bet Ricardo Penson.

Montaño declared P6,629,175 as contributions in his SOCE, but declared only P290,000 in his Schedule of Contributions Received. – Rappler.com
