“I have appointed LRTA administrator [Honorito] Joy Chaneco to be OIC while Vitangcol is on leave,” Abaya said in text message late Wednesday night, July 24.

Vitangcol has filed a leave of absence after the Czech Ambassador Josef Rychtar named him as part of a group that tried to extort $30 million from Inekon Group, supposedly in exchange for the contract to provide trains for MRT3 along EDSA.

Abaya and Chaneco were classmates at the Philippine Science High School.

Before his appointment as LRTA head, Chaneco had worked with the DOTC secretary’s brother at the Philippine Reclamation Authority (PRA).
