MANILA, Philippines – Department of Transportation and Communications (DOTC) Secretary Joseph Emilio Abaya has appointed the head of the Light Rail Transit Authority to temporarily replace Metro Rail Transit Line 3 (MRT-3) general manager Al Vitangcol III.
