Rains continued to pummel Metro Manila and 8 neighboring provinces for the second straight day on August 20, affecting more than half a million people. Metro Manila ground to a halt as rains flooded its highways and streets, immobilizing commuters, forcing evacuations and shutting down schools and offices. The death toll has risen to 7, while 4 remain missing. At least 64 roads were affected by the monsoon rains, in Central Luzon, Calabarzon, Mimaropa, Metro Manila, and the Cordilleras. The state weather bureau warned that the rain would continue throughout Tuesday.
