Declare martial law in Tacloban, Aquino urged

President Benigno Aquino III visited Tacloban City on November 10 where he received an urgent request from local officials: for him to declare a state of emergency in the city and, if needed, martial law. This would prevent anarchy, they said, citing widespread looting in the city that has suffered the worst devastation in the aftermath of Typhoon Yolanda. But the President said city council must first pass a resolution on this and establish the need for it. Aquino was reported to have walked out of a briefing with local and national officials, dismayed with the level of response to the typhoon. He returned to the meeting shortly after. The Palace later denied he walked out, saying the President only took a bathroom break.
