MANILA, Philippines – The Supreme Court has ordered high profile lawyer Lorna Kapunan to explain her allegation, made on national TV, that there are justices who can be bribed.

Kapunan – made controversial by her legal services to alleged pork barrel mastermind Janet Lim Napoles until she resigned in October – has been given 10 days from the date of notice to reply. The notice, dated November 26, was made public on Wednesday, December 4.

In a November 21 segment of ABS-CBN’s Umagang Kay Ganda, Kapunan was asked by anchor Anthony Taberna: “May kilala po ba kayong justice ng Supreme Court na nababayaran?” (Do you know of any Supreme Court justice who accepts bribes?)

“Opo (yes),” answered Kapunan. 

She went on to cite corruption in the Court of Appeals as well: “I am told that a restraining order in the CA can be as much as 5 million [pesos].”

The segment, which served as a teaser for a full-length feature on Kapunan and lawyer Ferdinand Topacio, did not show Kapunan revealing more details about alleged corruption in the country’s highest court.

Asked if she had already lost a case because of judicial corruption, Kapunan answered: “Wala namang natatalong kaso eh, nadadaya.” (Nobody loses a case, you get cheated.)

The resolution was issued by the Supreme Court en banc, with only Justice Marvic Leonen and Justice Estela Perlas-Bernabe absent. Bernabe is on official leave while Leonen is out on official business.

Kapunan has yet to issue a statement to Rappler.
