EASTERN VISAYAS, Philippines – Typhoon Ruby (international name: Hagupit) hits Borongan, Samar and Tacloban, Leyte, flooding the streets and wrecking houses.

Residents of Borongan evacuated to higher grounds, as Ruby landed in Eastern Visayas overnight. The typhoon cut off power and communication in some areas.

Eastern Visayas was one of the worst hit areas during the onslaught of Super Typhoon Yolanda (international name: Haiyan) in 2013. –
