MANILA, Philippines – A routine inspection of a major intersection in the city of Manila ended at the police station when a foreign national violated traffic rules, spat on the city’s vice mayor, and attempted to kick the city’s police chief. 

 

According to Manila Vice Mayor Isko Moreno, he and several officials were in the Pedro Gil corner Roxas Boulevard area late Tuesday afternoon, December 30, when they spotted a foreign national jaywalking, causing heavy traffic along the already congested area. 

 

Moreno and his team followed the foreign national, later identified as Amro Aboud Hassan Eitayeb, a Sudanese student pilot. “Natakot ako kasi baka masagasaan (I was worried he’d be run over),” said Moreno. 

 

The Vice Mayor said they told Eitayeb he had violated traffic laws, to which the 23-year-old replied, “Fuck that law.” 

 

As they were trying to bring the Sudanese national to a safer location, Eitayeb elbowed Moreno, prompting officials to bring him to the Manila Police District (MPD) headquarters. Moreno said the student seemed intoxicated and even attempted to harm media personnel while at the police office. 

 

Moreno added Eitayeb tried to kick MPD chief Senior Superintendent Rolando Nana as they were escorting him to undergo a medical test at a nearby hospital. 

 

“There must be a certain degree of punishment. I’ll be unfair to others, especially Filipinos if I apprehend them for traffic violations and don’t apply the same rule for foreigners,” said Moreno. 

 

Eitayeb will be detained at the MPD until after the New Year festivities since he will be unable to post bail on December 30 or  31. He faces possible charges for assaulting persons of authority on top of jaywalking raps. 

 

Moreno said he also plans to ask the Immigration Bureau to eventually put Eitayeb on the country’s blacklist for being an “undesirable alien.”  – Bea Cupin/Rappler.com
