Aquino’s ‘priority’ bills stuck in Congress

Will President Aquino aggressively push for other priority bills that are stalled in Congress in the same way that he pushed for the passage of the Sin Tax bill? For instance, he declared the Reproductive Health (RH) bill a priority measure which he referred to in his State of the Nation Address on July 23. But no marching orders have been heard from the President even as the majority coalition which consists of the ruling Liberal Party and its coalition partners – the Nationalist People’s Coalition, the Nacionalista Party, and the National Unity Party – boast of having a combined 189 votes out of the total 231 district representatives in the House of Representatives. The House votes on Tuesday, August 7 on the RH bill, which leaders of the majority coalition will be a “conscience vote” for all. Other bills that have remained unacted upon include amendments to the Human Security Act and the Lina Law or the law that covers urban poor settlers.
