Allies of the administration in the House of Representatives have agreed to vote in favor of terminating the period for debates on the reproductive health bill. This comes after a caucus was held with President Benigno Aquino III in Malacañang in the morning of Monday, August 6. This means that the bill now has a chance of being passed in the current 15th Congress, even as it does not translate into automatic approval by congressmen. It also means pro-RH lawmakers will proceed to their next battle which is the period of amendments, the more crucial stage of the legislative process. During this stage, members of Congress can change contentious provisions in the bill until they come up with a version that legislators will agree to pass. The RH bill has been pending in the House under the debates stage for one-and-a-half years now. The Catholic Church has claimed there are 140 legislators opposing the bill.
