President Duterte is set to meet with BARMM officials after the occupation of a Maguindanao town market by BIFF last May 8

The interim Bangsamoro government plans to show President Rodrigo Duterte their plan to curb violence by extremist groups in the region during their meeting with him on Tuesday, May 11 in Cotabato City.

Interior Minister Naguib Sinarimbo told Rappler this was on the agenda of the meeting.

“We are set to present to him a proposal to decisively address the conflict in the SPMS Box caused by BIFF (Bangsamoro Islamic Freedom Fighters) and ISIS-inspired Turaype (Turaife) group,” he said earlier on Tuesday.

SPMS Box is the area near Liguasan Marsh in Maguindanao composed of the 4 towns of Shariff Aguak, Datu Saudi Ampatuan (formerly known as Pagatin), Mamasapano, and Datu Salibo. It’s known as a stronghold of the BIFF, an Islamist militant group responsible for much violence and attacks on government forces.

Malacañang had earlier said Duterte’s visit on Tuesday is connected to the occupation by BIFF members of a market in Datu Paglas town for 6 hours last Saturday, May 8.

“The objective of the President is to bring the message that he can’t abandon his duty to enforce the law and because of the incident when BIFF members temporarily occupied Datu Paglas,” said Presidential Spokesman Harry Roque.

BIFF is a group founded by Ameril Umbra Kato which broke away from the Moro Islamic Liberation Front (MILF). The MILF now leads the interim Bangsamoro government and is under pressure to bring reforms and development to the region before its term ends in 2022.

The plan crafted and approved by the Bangsamoro Cabinet involves two parts, said Sinarimbo: improved cooperation between troops of the MILF and Philippine military to “defeat BIFF” and “massive development” in the area so that it’s people will support the government and not the BIFF.

Duterte, said Roque, would make it clear to lawless elements that he will “not allow the use of violence in Maguindanao.” Duterte is set to meet with police and military leaders, apart from BARMM officials. – Rappler.com
