Senator Panfilo Lacson and Senate President Vicente Sotto III launch their campaign on Wednesday, September 8, making them the first tandem to formally announce their presidential and vice presidential candidacies in the 2022 elections.

The campaign is historic for another reason: It is the Philippines’ first taped campaign launch of a presidential and vice presidential tandem. Recorded and edited before airing, the Lacson-Sotto launch is a preview of election campaigns during the COVID-19 pandemic.

The launch takes place at 11 am (Manila time) on Wednesday, September 8.

Second presidential bid for Lacson

Senator Panfilo Lacson is an Estrada-era police chief who ran for president but lost to Gloria Arroyo in 2004. Like Rodrigo Duterte in 2016, he is running on a law-and-order platform – but packages himself as competent and incorruptible.

Senate President Vicente Sotto III is a comedian and former noontime show host (his “Eat Bulaga” show is now 42 years old) who has been in politics for 33 years. An erstwhile Duterte ally, Sotto now joins Lacson in criticizing government.

To win against President Rodrigo Duterte’s favored candidate in 2022, non-administration candidates need to agree to an “action plan” more than just unity talks, presidential hopeful Senator Panfilo Lacson said on August 11.

“We are now at a stage if we should talk or not. If the parameters are clear with regards to what we will talk about, why not, because, after all, it is important that non-administration candidates unite,” Lacson said in a Rappler Talk interview.

He said that so far he has spoken with two other possible presidential candidates, including Vice President Leni Robredo, who had earlier rejected his unification plan.
