President Rodrigo Duterte will never cooperate with the International Criminal Court (ICC) while he’s in power, said Malacañang.

This will make any potential investigation into the drug war killings here difficult. And that is if the ICC’s pre-trial chamber will give the authorization to investigate, as requested by Fatou Bensouda before she retired as ICC prosecutor.

Will Duterte’s non-cooperation be a big factor in the pre-trial chamber’s decision-making process for the request to investigate? And what timeline are we looking at?
