MANILA, Philippines – How should you shade your ballot? What campaign violations should you monitor? And do you know where to vote on May 13?

The Commission on Elections (Comelec) on Wednesday, April 24, launched a website and mobile app to help you learn all these.

This is e-Leksyon 2013, a free website and mobile app developed jointly by the Comelec and Bitoopi, a group of young programmers from Smart Communications Inc. Supported by the Smart Developer Network, Bitoopi donated this service to the poll body.

Made available for free, e-Leksyon allows users to do the following: 

  • practice filling out a sample ballot;

  • look for the nearest precinct;

  • learn the Comelec’s campaign rules; and

  • report campaign violations through text and photos

The website is accessible at http://report.mycomelec.tv. The mobile app, on the other hand, is initially available for iOS devices and will soon be available for Android smartphones.

Those who send reports through e-Leksyon will get a validation code from the Comelec. This will verify their identity, Smart said in a statement. The Comelec will only publish verified reports online.

The reports will be kept in a web server until the Comelec acts on these. The Comelec administers and maintains both the website and the mobile app with assistance from Bitoopi.

Comelec spokesman James Jimenez said such educational tools “will be important in making sure that your vote will count.”

For a Smart executive, e-Leksyon is “a great example of mobile developers lending their skills to help the country.” “We’d like to encourage more examples of volunteerism and public service among members of our developer community,” said Jim Ayson, Smart’s senior manager for partner management and development relations.
