ZAMBOANGA CITY, Philippines – In yet another tirade against Davao City Mayor Rodrigo Duterte, Vice President Jejomar Binay said he does not fear the tough-talking mayor.

But as his rivals started hitting him left and right, Duterte finally explained the details of his anti-crime promise.  

These include raising the drug problem as a national security issue and creating a “ranger-trained” division in the army to implement it.
