MANILA, Philippines (26th UPDATE) – Former Technical Education and Skills Development Authority (TESDA) chief Joel Villanueva is the surprise leader in the country’s senatorial elections, based on partial, unofficial results.

As of 7:38 am on Tuesday, May 10, with 89.25% of precincts reporting, Villanueva ranks 1st with 17,241,383.

In an interview with Rappler, Pulse Asia research director Ana Tabunda attributed Villanueva’s rise to his messaging and “very good network.”

Joining the former TESDA chief in the so-called Magic 12 (in order of number of votes) are incumbent senators Franklin Drilon and Vicente Sotto III, former senators Panfilo Lacson, Richard Gordon, and Juan Miguel Zubiri, former representative Risa Hontiveros, former senator Francis Pangilinan, Sarangani congressman and boxing superstar Manny Pacquiao, Valenzuela 1st District Representative Sherwin Gatchalian, incumbent senator Ralph Recto, and former justice secretary Leila de Lima.
