Rappler Talk: Clearing hurdles on the RH law

MANILA, Philippines – Rappler talked to former Health Secretary Esperanza Cabral about the Reproductive Health law and its latest challenge: the removal of the P1-billion allocation for contraceptives in the 2016 budget.

Senators say one reason for the P1-billion budget cut is the Supreme Court's temporary restraining order on the distribution and purchase of implants. Health Secretary Janette Garin says they will now have to depend on partners and donors to continue their programs.
