A former Duterte government appointee now says she’s going all-out for Leni Robredo’s presidential bid.
It was a difficult decision for Noreen Capili, a former Philippine Commission on Women commissioner, who comes from Davao City and is surrounded by devoted Duterte supporters.
“It’s a struggle talaga pero wala, kailangan mo manindigan eh, kailangan mo maging vocal about it. Kailangan mo maging outspoken,” she tells Rappler senior reporter Pia Ranada.

But Capili, who resigned from the Duterte government last year to protest the shutdown of ABS-CBN, said she was a Robredo supporter even in 2016. She had backed Duterte for president, but Robredo was her vice president.
She shares the view of 2.5 million people who voted for Duterte in 2016, but also voted Robredo for vice president, a well-ingrained Filipino practice called cross-voting.
