As of December 21, death toll in the province has reached 37 and six people remain missing, according to Allen Froilan Cabaret, provincial coordinator of the Civil Defense Office.

He says it was the worst flashflood that ravaged the province in about 10 years, affecting 12,260 families or 61,300 people. At least 4,345 houses have been reported destroyed. The estimated damage is calculated to be P695 million in infrastructure and P41 million in agriculture.

“I felt so shocked, devastated, and I pity those who are affected. This was the second time it happened, but this is four times worse,” Besario says, describing what he felt while shooting the flashflood.

“I hope it will touch other’s hearts so that those who have more can share,”
