MANILA, Philippines (UPDATED) – State weather bureau PAGASA has lowered its rainfall warning for Metro Manila and neighboring provinces from Orange to Yellow evening of Tuesday, August 20, as tropical storm Maring (international codename Trami), moves toward Taiwan.
