MANILA, Philippines (UPDATED) – Tropical depression ‘Helen’ has formed off the coast of northern Luzon on Sunday, August 12, the state weather bureau Pagasa said.

Helen developed from the active low pressure area (ALPA) spotted earlier this weekend, the bureau said, and was spotted 690 kilometers east of Casiguran, Aurora as of 10 p.m.

It has maximum sustained winds of 55 km per hour near the center, and is moving towards the west northwest at 11 km/h.

There are no public storm warning signals raised in any area of the country yet, the bureau said.

Heavy to intense rainfall (10-20 millimeters per hour) is expected within the 350 km diameter of the tropical depression, the bureau’s 5 pm bulletin said.

It is expected to enhance the southwest monsoon, bringing rain over Southern Luzon, Visayas, and Mindanao.

Helen is forecast to be 590 km east northeast of Tuguegarao City, Cagayan by Monday evening (August 13); 420 km east northeast of Aparri, Cagayan by Tuesday; and 220 km northeast of Basco, Batanes by Wednesday.

The next advisory on Helen will be released 11 am Monday. – Rappler.com
