
MANILA, Philippines – Tropical storm “Helen” (international name Kai-Tak) continues to accelerate, and is expected to make landfall over Isabela and Cagayan.
In a bulletin issued at 9:30pm on August 14, state weather bureau PAGASA reported that “Helen” was located 120 kilometers east southeast of Tuguegarao City.
“Helen” is expected to move west northwest at 17 kph.
The storm will enhance the Southwest Monsoon, bringing rains over Luzon and Visayas, particularly over the western section.
Rainfall is expected to be intense to torrential, at a rate of over 20-35 mm per hour within the 500 km diameter of the storm.
Storm warning signal #2 (winds of 61-100 kph) was hoisted over the following areas:
- Cagayan including Calayan and Babuyan Group of Islands
- Isabela
- Northern Aurora
- Quirino
- Nueva Vizcaya
- Benguet
- Ifugao
- Mt. Province
- Ilocos Sur
- Apayao
- Kalinga
- Ilocos Norte
- Abra
- Batanes Group of Islands
Meanwhile, storm warning signal #1 (winds of 30-60 kph) was declared over the following areas:
- Nueva Ecija
- Pangasinan
- Tarlac
- La Union
- The rest of Aurora
“Helen” has maximum sustained winds of 85 kph near the center, and gustiness of up to 100 kph. The storm is expected to be 110km west of Laoag by Wednesday evening.
By Thursday, it is expected to be 470 km west northwest of Laoag.
Residents living in low lying and mountainous areas under public storm warning signals #2 and #1 should watch out for possible flashfloods and landslides. Those in coastal areas under signal #2, meanwhile, should watch out for big waves or storm surges caused by the storm.
Fishing boats and other similar seacrafts are cautioned against going out into the seaboards of Central and Southern Luzon and Visayas.
