MANILA, Philippines – Eastern Visayas and other parts of Luzon will have cloudy skies on Sunday, February 15, according to state weather bureau PAGASA.
In its 5 pm bulletin on Saturday, February 14, PAGASA said Eastern Visayas, the Bicol region, and the province of Quezon will experience cloudy skies with light to moderate rains and isolated thunderstorms in the next 24 hours. 
Cagayan Valley and Aurora will also have cloudy skies but with light rains. 
A weak northeast monsoon is affecting the eastern section of Northern Luzon and Central Luzon, while easterlies are affecting the eastern section of Southern Luzon and Visayas.
Partly cloudy to cloudy skies will bring isolated isolated rainshowers or thunderstorms over Metro Manila and the rest of the country
Moderate to strong winds will blow from the northeast to east over Luzon, causing moderate to rough seas. Elsewhere, coastal waters will be slight to moderate as light to moderate winds blow from the east to northeast.
