The low pressure area (LPA) inside the Philippine Area of Responsibility developed into a tropical depression at 11 am on Friday, July 16, and was given the local name Fabian.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said Fabian is located east of Northern Luzon. Before dawn on Friday, as an LPA, it was 1,240 kilometers away from land.
PAGASA earlier said it does not expect Fabian to make landfall – similar to the tropical cyclone before it, Tropical Depression Emong.
But it could enhance the southwest monsoon or hanging habagat, which would continue to bring rain to parts of the Philippines.
