MANILA, Philippines – The report released by the Philippine Coast Guard (PCG) and the Maritime Industry Authority (Marina) is clear: The Chinese vessel is at fault for the Recto Bank (Reed Bank) incident involving Filipino fishing boat Gem-Ver.

The Chinese vessel, according to the report, “failed to take appropriate action” to avoid collision and “failed to render assistance to a vessel in distress,” in violation of maritime laws. (READ: THE SINKING OF GEM-VER: Barko! May babanggang barko!)

Agustin was commandant of the PCG under the administration of Fidel V Ramos. He served from April 1990 to December 1993
