MANILA, Philippines – Nalagay sa spotlight ang Department of Information and Communications Technology (DICT) nitong nakaraang linggo makalipas na magpakita ng intensyong magbitiw sa puwesto si Undersecretary Eliseo Rio Jr. 

Umiikot ang kontrobersiya sa P300 milyong pondong napunta sa confidential funds ng DICT na pinangungunahan ni dating senador at ngayo’y Secretary Gregorio Honasan. Ang pondo ay diumano’y gagamitin sa surveillance at intelligence-gathering laban sa cybersecurity threats

Ayon kay business reporter Ralf Rivas, nakagugulat kung gaano kabilis tumakbo ang isyung ito at ang mga sunod-sunod na pangyayari: 

Ang heavy ng statements ni Usec Rio and ang dami niyang interviews, tapos suddenly, hindi na nagte-text. Kinabukasan, may joint statement na [sila ni Honasan]. I don’t think na doon titigil ang issue…This expose na biglang sobrang anti-climatic is just an indication na [DICT] is a very important agency that we all need to monitor.

May nagsasabi ring factor ang military background nina Honasan at Rio sa maagang pagtatapos ng isyung ito. Ayon kay defense reporter JC Gotinga: 

May mga nagsasabi na pareho silang military men. Our military men and women are big on loyalty. Pero kung tutuusin mo, sa ganitong sitwasyon, hindi na sila nasa chain of command…wala na silang chain of command.
May ganoong view from some people, that the members of the military, whether active or retired, will always have each other’s backs, nasa backbone kasi ng military establishment natin iyan.
Si President Rodrigo Duterte, karamihan ng nasa Cabinet niya retired military, and sabi niya, because of the military culture that they carry with them, even after they retired from the service, we can only say that much. Whether we can conclude, that their military background has something to do with [the DICT issue], we will see.
