MISLEADING: Kapa Community Ministry continues operation courtesy of Duterte
Claim: Kapa Community Ministry International, Inc (Kapa) continues its operation as President Rodrigo Duterte heeded the voice and the call of the poor.
The website filipiknowtimes.com published an article on June 13 with a headline saying, "Good News! Kapa Ministry tuloy ang operasyon, Pangulong Duterte pinakinggan ang boses at hinaing ng mga mahihirap." (Good news! Kapa Ministry continues operations, President Duterte heeded the voice and call of the poor.)
The article compiled videos and photos showing a gathering of the members of the community on Thursday, June 13, in General Santos City. One of the videos is from the Facebook page of Super Radyo Davao. Their caption read, "Ang reaksyon sa mga Kapa members human nga gi-anunsyo ni Pastor Apolinario nga muabot si Pang. Duterte karong hapon."

Facebook pages Kapa Community Ministry International Inc-Team Gensan, President Rody Duterte, and Kadayawan Davao shared the article, which has already garnered a combined 2,770 shares, 506 comments, and 4,535 reactions.
Rappler spotted the article via Facebook Claim Check, Facebook's fact checking tool that collates potential hoaxes for fact checkers' review.
The facts: President Duterte has been consistent in ordering the shutdown of Kapa since he handed down the order on June 8 to the Philippine National Police (PNP) and the National Bureau of Investigation (NBI). (READ: Duterte order shutdown of Kapa Community Ministry, other investment scams)
Duterte reiterated his order to shut down the community in his most recent speech on June 13, at a land distribution event in General Santos City.
"Those who have already spent a lot of money on Kapa, I'm sorry. The operation will stop or shall stop immediately," he said in a mix of Bisaya and English.
As early as 2017, the SEC already issued an advisory against Kapa. In June 4, the Court of Appeals issued a freeze order on Kapa's assets. Following Duterte's order, the National Bureau of Investigation already conducted simultaneous raids on some of Kapa's headquarters across the Philippines. Kapa was found to have orchestrated one of the biggest investment scams in Philippine history.
The website filipiknowtimes.com, on the other hand, usually publishes articles about Duterte. According to a Whois search, it was registered in October 2018. Its About page, meanwhile, says nothing about the site. – Addie Pobre/ Rappler.com
