Several Facebook users posted a quote card with a statement falsely attributed to Chief Presidential Legal Counsel Salvador Panelo.

The quote card attributed the following quote to Panelo: “No need na iboto ng mga tiga-Luzon ang Duterte-Duterte o kaya Go-Duterte tandem (Luzon residents don’t need to vote for a Duterte-Duterte or Go-Duterte tandem). I am willing to bet my one year salary that the next President and Vice-President of the Philippines will both come from Mindanao. If ever I will run as a Senator, for sure, I will come out as number 1 with Roque and Doque (sic) coming in as 2 and 3 respectively.”

Posts containing this quote card were spotted on Facebook by the Rappler fact check team.

This claim is false.

In a statement posted on March 26, Panelo addressed the quote card, saying, “This representation respects the sanctity of our sovereign electoral process and would never issue statements that may tend to make a mockery of the same, more so rob it of its dignity by subjecting its results to a bet.”

He added, “[To] be categorical, the remarks contained in the meme were never uttered by this representation.”

A reverse image search of the fake quote card led to a graphic published by the Facebook page Bantay Bayan PH. The page addressed the altered graphic, saying it was a “fake quote.”

The original quote card attributed the following quote to Panelo: “Tayo mismo ang may hawak ng ating kaligtasan, walang iba. Kaya huwag niyong sisiin (sic) ang gobyerno kasi ang gobyerno can only do so much.” (We are in charge of our own safety, no one else is. So do not blame the government because the government can only do so much.)
