[The Filipino fishermen] would be most affected by this because China claims virtually the entire South China Sea, right? With this law, its coast guard is enforcing the maritime claims. What happens when a coast guard ship comes into contact with Filipino fishing vessel? You don’t even have to imagine. We’ve seen so many photos of Chinese Coast Guard ships and they're big. If it blocks Filiipino fishermen from entering Scarborough shoal or from fishing in certain areas, they have no choice but to yield because by just sheer size and sheer might, they have no match. That’s one concrete way. It may limit access to common fishing grounds like Scarborough Shoal.
