[PODCAST] Beyond the Stories: Banggaan ng Senado at Kamara sa imbestigasyon sa Pharmally

Papainit nang papainit ang pagdinig ng Senado tungkol anomalya sa mga kontratang ibinigay ng administrasyong Duterte sa Pharmally Pharmaceutical Corporation.

Kabaliktaran naman ang nangyayari sa House of Representatives, na halos isantabi ang mga matinding alegasyon. Ginamit pa nga ni Pangulong Rodrigo Duterte ang mga salita ng ilang kongresista panlaban sa mga senador.

Sa episode na ito, tatalakayin nina Rappler Congress reporters Mara Cepeda at Rambo Talabong at researcher-writer Jodesz Gavilan ang malaking pagkakaiba ng Senado at Kamara sa paghawak sa isyu ng Pharmally.

Ano ang nasasayang sa hindi maayos na paghawak ng Kamara? Ayon kay Cepeda:

I guess the biggest missed opportunity there is walang follow-up [about] the wealth of evidence senators have been uncovering in the past weeks. Mas magiging malakas ang findings if both chambers have similar committee reports. That would help exact accountability from government officials and businessmen who really misused and misspent taxpayers money. In a way, may clash ang both chambers, which is a way sort of a problem in the legislative branch. Usually co-equal sila and dapat they respect each other’s chambers. Pero dito sa nangyayari ngayon, possibleng magka-awayan sila especially sa trajectory ng line of questioning sa House na questioning kung ano ang nahahanap ng Senate. Usually hindi nila pinapakialaman and I think that’s sort of the general understanding. Masasayang ang efforts ng senators kasi obviously, President Duterte would rather promote or endorse in public kung ano ang magiging findings ng House… Ang iba kasing pandemic probe na ginagawa pareho ng House and Senate, they used to built on each other’s questions. Ngayon parang countering each other ang nangyayari.

Ayon naman kay Talabong, ang konteksto ng mga pangyayari ay ang paparating na halalan:

I think if there’s something I’m going to add, it’s the election angle. I cover ko sila Senators Ping Lacson and Tito Sotto ngayon. Kitang kita ang trajectory nila for the past 4 years. Tinatawag islang Duterte enablerss and that has merit. They’ve been on the fence, they’ve been instances na ang stance nila ay they will correct President Duterte but also there are times na they’ll allow Duterte with his own policies. Dito at doon silang dalawa. But during the election period, this election fever, mas nararamdaman natin ang kanilang pagiging kritikal. And that’s the same thing with the House. Dahil papalapit na ng palapit ang election, mas nagco-consolidate ng power, nagco-consolidate ng support sa Kamara. So kung papunta sa kritismo ang Senado, ang House naman, mga congressmen, papunta sa pagtanggol kay Duterte. Kasi si Presidente ang kanilang nominee for 2022. Tinatawag nga siyang vice president. This is not just an exercise for legislation, but also a political exercise. Of course, the biggest political exercise coming to us right now is the 2022 elections. Kailangan natin tignan sa anggulo na yun. I think this really explains a lot about what our congressmen are doing.
