The appointment of Major General Debold Sinas as police chief came as a surprise to many considering that he committed a blunder the public might never forget: the mañanita issue.
In May 2020, Sinas celebrated his 55th birthday at the Metro Manila police headquarters, Camp Bagong Diwa, with subordinates surprising him with an early morning party.
The celebration amounted to the violation of lockdown rules that banned mass gatherings and required strict compliance to physical distancing rules.
For the public, it was a display of hypocrisy on the police that arrested tens of thousands of lockdown violators over lighter offenses.
But Sinas is more than just the sensational mañanita story.
