MANILA, Philippines (UPDATED) – Vinta (international codename Krosa) has been upgraded into a typhoon as it closes in on northern Luzon Thursday morning, October 31, state weather bureau PAGASA said.

Vinta was located 200 kilometers east of Aparri, Cagayan, with maximum sustained winds of 120 km/h near the center and gusts of up to 150 km/h, state bureau PAGASA said in its 11 am bulletin.
