SENATE REPORT: AQUINO ‘ULTIMATELY RESPONSIBLE’ FOR MAMASAPANO
Senator Grace Poe presents the executive summary of the Senate committee probing the Mamasapano clash Tuesday.
Poe clears the military of any legal liability in the Mamasapano operation and says if President Benigno Aquino can own up to it, the public will be less confused.

GRACE POE, PHILIPPINE SENATOR: Is it because of the peace process that the military’s hands were tied in this situation? I wouldn’t say that the president had the directive to stop them because of the peace agreement,
but we would also like to hear the President condemning in strongest terms the violation of peace agreement talks.
Certainly there were huge mistakes. Mistakes in the planning, in the order, etc. As I said, nobody is infallible. Certain aspects, the President as they say, the buck stops with him. If he can own up to it, Im sure the people would be less confused, others would much appreciate it.

Poe adds Aquino should take responsibility for the botched operations.

GRACE POE, PHILIPPINE SENATOR: As for the President, he is ultimately responsible for the Mamasapano mission. Siya na mismo ang nagsabi na bilang “pangulo at commander in chief, pasan ko naman po ang responsibilidad para sa anumang resulta ng tagumpay, pasakit, trahedya na maaari nating matamasa sa paghahangad ng pangmatagalang seguridad at kapayapaan.

(He himself said that as “president and commander in chief, I carry the responsibility for any result that we may achieve in the pursuit of long-lasting security and peace, be it triumph or tragedy.)

It is imperative that any President display unquestionable leadership, be forthright and candid with our people, to accept the responsibility for the decisions made, and mistakes, perhaps.

Poe also says relieved SAF chief Getulio Napenas shouldn’t be treated like a scapegoat.

GRACE POE, PHILIPPINE SENATOR: May kumausap sa akin. Ma’am sana naman hindi lamang isang tao ang mananagot dito. Alam ko ang sinasabi niya, sana hindi lang si Napenas ang managot dito. Totoo naman.

(Somebody talked to me, saying “Ma’am, I hope the responsibility doesn’t fall on just one person.” I know what it means, that Napenas shouldn’t be the only one at fault. It’s true.)

DUTERTE IS NO. 3 IN PRESIDENTIAL POLL
Will tough-talking Davao City Mayor Rodrigo Duterte stand a chance in the 2016 presidential elections?
The latest Pulse Asia survey on presidential preferences says about 12% of Filipinos will vote for Duterte, putting him in 3rd place.
Vice President Jejomar Binay tops the presidential preference rating at 29% – 3 percentage points higher than November 2014.
Interior Secretary Mar Roxas places 6th with his 4% rating – lower compared to his previous rating of 6%.
In another Pulse Asia survey, President Benigno Aquino’s ratings plunge to an all-time low.
Pulse Asia’s March 2015 Survey shows around one in 4 Filipinos distrust Aquino following the Mamasapano incident – from 59% in November 2014 to 38% in March and his trust rating from 56% to 36% over the same period.
The President suffered the biggest decline in terms of public approval in the Visayas followed by Metro Manila.

DILG SAYS JUNJUN BINAY STILL SUSPENDED
Supporters of Makati Mayor Junjun Binay continue to camp out at the city hall.
This even after the Court of Appeals temporarily stopped the mayor’s 6-month preventive suspension.
Binay is accused of corruption over an allegedly overpriced parking building.
The Department of the Interior and Local Government or DILG on Monday said it will not recognize the temporary restraining order or TRO.
It arrived a couple of hours after the DILG served the suspension order.
Ombudsman’s Conchita Carpio Morales echoes the DILG’s statement.
She says the TRO is moot since there’s no act to be restrained – after the order had been served.

PRINCE HARRY TO QUIT BRITISH ARMY AFTER 10 YEARS
Prince Harry will leave the British army after 10 years of service that saw him fight in Afghanistan twice.
The 30-year-old says it was a ‘really tough decision’ to end his military career in June but considers himself lucky to have had the chance.
In 2012, the Taliban threatened to kill Prince Harry, saying they had a ‘high-value plan’ and ‘will do everything possible to kill him.’
Prince Harry graduated from the Sandhurst military academy and flew attack helicopters in Afganistan.

FLOYD MAYWEATHER CHOPS WOOD, TRAINS FOR PACQUIAO
Floyd Mayweather Jr., goes old school in training for his May 2 fight with Manny Pacquiao – and that means chopping wood.
The practice was a staple in boxing training of fighters like Rocky Marciano, Muhammad Ali, and George Foreman.
Pacquiao is training in Los Angeles at the Wild Card Gym.
38-year-old Mayweather has an undefeated record of 47 wins and 26 knockouts while Pacquiao has 57 wins, 5 losses, and 38 knockouts.
