Aquino announces new prospects for the Bangsamoro Basic Law. The Germanwings pilot suffered from depression. A boxing announcer says Mayweather-Pacquiao could end in a draw

Today on Rappler.

  • A year after inking a peace deal with the Moro Islamic Liberation Front… President Benigno Aquino announces new prospects for the Bangsamoro Basic Law.
  • The pilot who crashed the Germanwings plane suffered from depression.
  • Boxing announcer Bob Sheridan says the Mayweather-Pacquiao fight could end in a draw.

A YEAR AFTER PEACE DEAL SIGNING: PROSPECTS FOR BANGSAMORO LAW
President Benigno Aquino announces a council of citizen leaders will scrutinize the proposed Bangsamoro Basic Law or BBL.
He says it will convene a National Peace Summit to address issues concerning the bill.
Aquino lays out in detail his latest move for the peace process at the first anniversary of the signing of the Comprehensive Agreement on the Bangsamoro.

BENIGNO AQUINO III, PHILIPPINE PRESIDENT: Nag-imbita ako ng citizen leaders na kilala sa kanilang kaalaman at integridad, upang tumayong independent convenors. Kabilang po dito sina Luis Antonio Cardinal Tagle, dating Chief Justice Hilario Davide, Jr., Jaime Augusto Zobel de Ayala, Howard Dee, at Bai Rohaniza Sumndad-Usman.

(I am inviting citizen leaders known for their wisdom and integrity to stand as independent convenors. These include Luis Antonio Cardinal Tagle, former Chief Justice Hilario Davide, Jr., Jaime Augusto Zobel de Ayala, Howard Dee, and Bai Rohaniza Sumndad-Usman. They will gather other responsible and respected leaders to spearhead a National Peace Summit to deliberate on and discuss the BBL.

In this manner, we will be able to advance a reasonable decision as regards the Bangsamoro Basic Law.)

Aquino warns, as the government and the Moro Islamic Liberation Front or MILF come closer to peace, the voices of critics will intensify…
but an all-out war is not the answer.

(All-out war has been the response since the 70s. How did that turn out for them and for us? The only result: hundreds of thousands of casualties, ruined livelihoods, and a status quo of suffering in Mindanao. Is it not clear that their approach was wrong?

Those who were previously neglected and abused by the system and by institutions will further feel mistreated. Those who have never been reached by the assistance of government will suffer all the more. Do you think that, should all this happen, they will be sincere partners in peace talks after being hurt, after shedding blood, and after being persecuted?)

President Aquino reiterates, this decision is not for his own legacy, but for future generations.

(Let me make it clear: This decision is not just for the remainder of my term, but for the benefit of the next generations. To you young people, will you suffer a society in which you would be required to march into war instead of fulfilling your dreams? To the parents: Would you want the next generation to inherit a future marked by conflict? We will not allow for this to happen. We will continue on the path that will bring us closer to peace.)

Aquino’s announcement comes two months after the Mamasapano clash that jeopardized the peace agreement.

ESPINA STANDS FIRM ON SAF 44 ‘OVERKILL’
Philippine National Police or PNP Deputy Director General Leonardo Espina insists the death of some police commandos in Mamasapano was an “overkill.”
Espina takes exception to the MILF findings that the Special Action Force or SAF troopers used their own comrades as human shields.
He says -quote- that has to be validated… and I don’t think my men would do that.
Espina adds that’s where I based my statements on, the medico-legal report.
“It’s a report from a doctor, the one who performed the autopsy.”
The MILF says its fighters did not use unnecessary force or employ any method of warfare that violated international humanitarian law.

GERMANWINGS CO-PILOT SUFFERED DEPRESSION – REPORT
The Germanwings co-pilot — whom French authorities say “deliberately” initiated a plane crash — suffered depression six years ago.
A report from German daily Bild says Andreas Lubitz sought psychiatric help for “a bout of heavy depression” in 2009 and was still receiving “regular private medical” treatment.
Lufthansa chief executive officer Carsten Spohr says Lubitz suspended his pilot training “for a certain period” but did not give more details
Lubitz later continued and was able to qualify for the Airbus A320 in 2013.

INDONESIAN COURT REJECTS APPEAL OF FILIPINA ON DEATH ROW
Indonesia’s Supreme Court rejects an application by a Filipina on death row for a judicial review of her case.
Mary Jane Fiesta Veloso was caught at the Yogyakarta airport in April 2010…
carrying 2.6 kilograms or 5.7 pounds of heroin on a flight from Malaysia.
The rejected application takes her a step closer to execution
by firing squad along with several other drug convicts.
The Philippine government vows to exhaust “all possible legal means” to save Veloso.

BOXING ANNOUNCER EXPECTS CONTROVERSIAL PACQUIAO-MAYWEATHER DECISION
Boxing announcer Bob Sheridan says there is a good chance the Floyd Mayweather – Manny Pacquiao fight on May 2… may end in a draw.
Sheridan says the fight may have a controversial conclusion because of the two boxers’ contradicting fighting styles.
Mayweather’s swift defense and Pacquiao’s robust punches could cancel each other out.
Sheridan adds, a second showdown between Pacquiao and Mayweather could happen.
