Last month, protests were held at one of the city’s subway stations after rail workers failed to stop a stray dog from being run over by a train.

Under Hong Kong laws, animal cruelty offenses carry a maximum sentence of three years in prison and a fine of HK$200,000 ($25,800).

Police said no arrests had been made so far.
