MANILA, Philippines – The Department of Transportation and Communications (DOTC) is giving the  Mactan-Cebu International Airport project bidders until July 15 to secure licenses for their construction contractors.

DOTC undersecretary for planning Rene Limcaoco issued Special Bid Bulletin 09-2013 requiring each of the nominated contractors to secure a valid and updated license from the Philippine Contractors Accreditation Board (PCAB).

The license could be “Category AAA” or “Large B Classification” from PCAB or the equivalent accreditation institution in the country of origin of foreign companies.

In the absence of an equivalent accreditation institution, he said pre-qualified bidders should submit a notarized certification attesting the absence.

Aside from the license, Limcaoco said contractors should also have a valid and updated International Organization for Standardization (ISO) 9001 and ISO 14001 certifications or their equivalents.

Pre-qualified bidders

The pre-qualified bidders for the P17.5-billion Mactan-Cebu International Airport passenger terminal project are:

  • AAA Airport Partners, led by Ayala Corp. and Cebu-based Aboitiz Equity Ventures with Houston-based airport operator ADC&HAS
  • Filinvest-CAI Consortium of tycoon Andrew Gotianun and Singapore’s Changi Airport
  • Lopez-led First Philippine Airports with New Zealand’s Infratil Asia Limited
  • GMR Infrastructure and Megawide Consortium including India’s Delhi Airport
  • MPIC-JGS Airport Consortium composed of infrastructure conglomerate Metro Pacific Investments Corp. and Gokongwei-led JG Summit Holdings with France’s Aeroports de Lyon
  • Premier Airport Group of Sy-led SM group with Switzerland’s Zurich Airport
  • San Miguel-Incheon Airport Consortium of diversified conglomerate San Miguel Corp. and South Korea’s Incheon Airport

The nominated construction contractors of the 7 bidders include:

  • Makati Development Corp. and Obrascon Huarte Lain SA
  • EEI Corp.
  • First Balfour Inc.
  • GMR Airport Developers Ltd, BL Kashyap & Sons Ltd and Vijay Nirman Company (P) Ltd
  • Hyundai Engineering & Construction Co. Ltd
  • DM Consunji Inc.
  • Kumho Industrial Co. Ltd.

Limcaoco said bidders must submit their applications for renewal certified by the accreditation institution if renewal could not be secured before the July 15 deadline.

The opening of the financial bids will be on August 17, and the issuance of the notice awards on September 17.

The project, which includes the construction of a new passenger terminal, will increase the airport’s capacity to 8 million passengers.

It will also transform the airport into a word-class international gateway to the Visayas region.

In 2012, passenger traffic in the Cebu airport already exceeded its 4.5 million capacity, reaching 6.7 million.

DOTC spokesman Michael Arthur Sagcal said the partnership between government and private sector is crucial in the development of the project.

“The more cooperation we have from the bidders, the sooner the public will enjoy the benefits of our projects,” he said. – Rappler.com
