MANILA, Philippines – Four groups led by the country’s top conglomerates are eyeing the P35-billion expressway project that will connect the provinces of Cavite and Laguna, according to the Department of Public Works and Highways (DPWH).

DPWH assistant secretary Eugenio Pipo Jr. said 4 groups submitted prequalification documents for the Cavite-Laguna Expressway (Calax) project before the 2 pm deadline Wednesday, October 23.

The 4 groups include:

  • Team Orion – consortium between Ayala Corp.’s AC Infrastructure Holdings Corp., Aboitiz group, Macquarie Infrastructure Holdings Philippines, Bouygues Travaux, Egis Road Operations and Korea Expressway Corp.
  • MPCALA Holdings – joint venture between Metro Pacific Tollways Development Corp. of the Manuel V. Pangilinan-led Metro Pacific Investments Corp. and Leighton Contractors Philippines Inc.
  • Optimal Infrastructure Development of San Miguel Corp.

The 47-kilometer Calax will start from the Cavitex in Kawit, Cavite and end at the SLEX-Mamplasan Interchange in Biñan, Laguna. It will consist of 9 interchanges – at Kawit, Daang Hari, Governor’s Drive, Aguinaldo Highway, Silang, Sta. Rosa-Tagaytay, Laguna Blvd., Technopark, and the toll barrier before SLEX.

The project is DPWH’s third under the Public-Private Partnership (PPP) program, the centerpiece of the Aquino administration’s development goals. The administration launched the program in 2010 with the aim of creating vital infrastructure that will sustain the country’s economic growth.

A total of 18 companies initially expressed interest in Calax, which has been delayed along with 3 other PPPs this year.

DPWH set the deadline for the submission of technical and financial bids for Calax on December 27 and the issuance of the notice of award on January 3 next year.

The other delayed PPPs this year include the P60-billion Light Rail Transit Line 1 or LRT-1 Cavite extension project, the P17.5-billion Mactan-Cebu International Airport capacity expansion project, and the P1.72-billion Automated Fare Collection System (AFCS) project.
