On Thursday, October 30, Rappler published the article “Finding ‘Frederico,’” revealing the story behind a photo that has been circulating in Facebook for over a week.

“Frederico” is a street child who was rescued from the streets and placed under the custody of the Reception and Action Center (RAC), a temporary shelter run by the Manila local government. “Upon being confronted with the sight of Frederico in the condition he was in in the photo, Bahay Tuluyan decided that, whatever risks it faces in releasing this photo, it is morally obliged to do so,” said Catherine Scerri of Bahay Tuluyan, the non-governmental organization (NGO) which posted the photo on Facebook.

Bahay Tuluyan encourages the public to join hands in pressuring the local authorities to reform RAC.

Those who want to donate in cash or in kind, or wish to volunteer may coordinate directly with Bahay Tuluyan.
