MANILA, Philippines (UPDATED) – Department of the Interior and Local Government (DILG) Officer-in-Charge Eduardo Año sacked the director of the Philippine National Police (PNP) Academy, Chief Superintendent Joseph Adnol.

This comes after cadets alleged that upperclassmen punished them by ordering them to perform oral sex at the PNP Academy in Camp Castañeda in Silang, Cavite.

“OIC-Secretary Año has ordered the immediate relief of the PNPA director, Chief Superintendent Joseph Adnol, for command responsibility and to pave the way for an impartial investigation into the incident,” said DILG Assistant Secretary Jonathan Malaya, the agency’s spokesperson, in a statement on Wednesday, October 24.

Asked for comment, Adnol said he has yet to receive the relief order, but he said he “expected it as an established policy” in the beginning of internal probes.

What controversy? On October 6, an academy upperclassman allegedly ordered two freshmen cadets to perform oral sex for allegedly committing violations.

While this was going on, the DILG said, two other upperclassmen watched and did not lift a finger to intervene.

Violations inside the police academy typically refer to failure to follow house rules and are usually punished with intense physical exercise like push-ups or laps around the campus oval. (READ: PNP Academy beatings: Tradition turning into tragedy)

What happens next? All the 3 senior cadets could be liable for hazing charges which could land them in jail, and administrative charges which may lead to their expulsion from the academy, the DILG said.

While Adnol is turned into a floating police official, Philippine Public Safety College chief Ricardo de Leon will stand as his temporary replacement. De Leon is a retired police general.

In a text message to reporters on Wednesday, PNP chief Director General Oscar Albayalde said they have recommended Chief Superintendent Chiquito Malayo as Adnol’s replacement.

Malayo is currently the executive officer of the PNP Directorate for Human Resource and Doctrine Development. – Rappler.com
