MANILA, Philippines – A green and smart metropolis to be built from the ground up in Clark is set for bidding by the third quarter of the year, state-owned Bases Conversion and Development Authority (BCDA) said.

Named the Clark Green City, the first phase of the development is estimated at P59 billion. BCDA President and CEO Arnel Casanova said the agency was preparing the terms of reference for the bidding of 1,300 hectares out of the 9,450 hectares of the development, following the approval on May 29 of the master plan by the National Economic and Development Authority (NEDA) Board chaired by President Benigno Aquino III.

Based on the Clark Green City District Plan, the new city will have 5 districts, namely:

  • agri-forestry research and development

At full development, Clark Green City will approximately contribute P1.57 trillion per year to the economy and will generate 925,000 jobs. BCDA is inviting real estate developers, industrial park builders, township builders, and institutional developers to invest in the first phase of the urban development, of which 1,300 hectares will be divided into several lots or packages.

Casanova said the first phase would bring in the critical mass by locating institutions such as schools, government offices, and hospitals. The University of the Philippines is Clark Green City’s first locator.

Clark Green City will be disaster-resilient in light of the ill-effects of climate change. Recently, the World Bank expressed its support for the project and will assist the BCDA in the area of innovation and sustainable green development.
