Cebu thermal power plant starts construction
Therma Visayas of AboitizPower and Vivant assures that the facilities will have ‘lesser and very low’ emissions

CEBU CITY, Philippines – A new dome-like thermal power plant in Toledo City is expected to add an additional 340-megawatt (MW) to answer the increasing power demands in the Cebu and the Visayas grid.

Unlike other power plants, its builders from Therma Visayas Incorporated assured that these facilities will have “lesser and very low” emissions using a Circulating Fluidized Bed (CFB) technology for its boilers.

The initial phase of the construction of the power facilities has already started in March in Sitio Looc, Barangay Bato, Toledo City, some 49 kilometers west of Cebu City.

The power plant will also be built in a new complex about 5 kilometers south of the existing power plant complex in Toledo City.

In 2014, Therma Visayas, a subsidiary of Aboitiz Power Corporation (AboitizPower) and Vivant Corporation (Vivant), signed an Engineering, Procurement and Construction (EPC) contract with Hyundai Engineering Company, Limited and Galing Power Energy Company, Incorporated for the building of the facility.

The plant, whose noticeable feature is a huge dome, is expected to go online in 2018.

This type of power facility will be the second of its kind in Southeast Asia after the completion of the 300-MW thermal power plant in Davao City, which will be operational by end-2015.

Reliable base load power

The Cebu City power plant is an answer to the need of Cebu and the Visayas for reliable base load power.

“Cebu and the Visayas region have achieved a rapid growth in economy and in order to sustain this momentum, reliable power is needed,” Therma Visayas President and Chief Operating Officer Benjamin A. Cariaso Jr. said.

“Therma Visayas will improve the region’s energy mix through dependable base load power, securing the energy needs of the Visayas region,” he added.

According to its facility’s plans, the generating equipment will consist of 2 x 170 MW steam turbines which will utilize the latest CFB boilers.

The technology also mixes limestone into the process to lower emissions, ensuring the power plant will meet government standards on health, protection, of the environment and safety.

Therma Visayas is expected to create over 2,500 new jobs during construction, and more than 150 new permanent jobs when it starts operation.
