NEDA body approves NAIA and LRT4 PPP projects
MANILA, Philippines — The National Economic and Development Authority Investment Coordination Committee (NEDA-ICC) on Tuesday, July 21, endorsed for final approval by the NEDA Board two key public-private partnership (PPP) projects.
The NEDA-ICC endorsed the Ninoy Aquino International Airport (NAIA) Development Project and the Light Rail Transit Line 4 (LRT4) Project less than a week before the final State of the Nation Address (SONA) of President Benigno Aquino III.
The P74.56-billion ($1.65-billion) NAIA Development project is seen to transform the Philippines’ main international gateway into a “world-class modern airport facility."
The winning bidder of the airport project will upgrade the existing NAIA terminals to increase capacity.
The concessionaire will also handle the operations and maintenance covering both landside and airside aspects – except air traffic services – to increase operational efficiency and improve quality of services.
Meanwhile, the P50.15-billion ($1.10-billion) LRT4 Project is seen to address congestion along the Ortigas Avenue corridor and improve local transportation to western parts of Metro Manila. (READ: PH's PPP thrust: Work in progress)
It involves the financing, design, construction, operations and maintenance of an 11-kilometer rail system that will run west from SM City Taytay in Rizal to the intersection of Ortigas Avenue and EDSA.
The contract covers the provision of railway infrastructure, stations, depots, rolling stock, signaling, electrification and communication, automated fare collection system, and other necessary machinery and equipment.
The proposed LRT4 deal covers 6 stations: Ortigas Avenue (Robinsons Galleria), transfer station with the Metro Rail Transit Line 3; Meralco Avenue; Rosario, Pasig; Bonifacio Avenue; Taytay Diversion Road; and North Manila Road (SM Taytay).
After NEDA ICC’s approval, these PPP deals will then be endorsed for the final go-ahead by the NEDA Board, chaired by the President.
A NEDA Board approval is needed before an implementing agency can roll out a PPP project.
