How should the Los Baños government address a spate of student killings?

LAGUNA, Philippines – Students in Los Baños fear for their safety after a spate of killings that claimed 3 young people’s lives.

Last weekend, 19-year-old Ray Bernard Peñaranda died in a pre-dawn robbery after 2 suspects stabbed him in the chest. This was the 3rd student killing in Los Baños in a span of 5 months. 

The local government proposes a midnight curfew for students to address this problem. How appropriate is this given the town’s context? – Rappler.com
