MANILA, Philippines – There is still no suspension given to Philippine consul general to Vancouver Jose Ampeso Foreign after allegations that he mistreated a Filipino passport applicant there, Foreign Affairs Spokesman Raul Hernandez said on Thursday, May 2.

“He has not been suspended. He’s here to face the fact-finding panel for him to explain his side and for us to investigate what really happened,” Hernandez said.

The panel would determine whether a case will be filed against Ampeso and if there is one, charges will be filed to a hearing panel. The decision of the hearing panel will be submitted to the Board of Foreign Service Administration (BFSA) who will present the decision to Foreign Affairs Secretary Albert Del Rosario.

According to Hernandez, he is unsure whether there was already a formal complaint against Ampeso but he said they have already sent letters regarding the procedure to the consul.

The Department of Foreign Affairs (DFA) has asked Ampeso to come back home to the Philippines to answer allegations that he had been “rude, arrogant and drunk” during a supposed fundraising event hosted by the embassy in Alberta, Canada.

Ampeso defended himself and said that the 28-second video “does not tell the whole story” behind the incident. Another witness also said that the Filipino applicant was himself rude to Ampeso.

The DFA said that they are hoping that an affidavit of complaint would be submitted as soon as possible for the Fact-Finding panel to begin. – with reports from Ace Tamayo/Rappler.com
