Sen Miriam Defensor Santiago posed this question to President Benigno Aquino III, saying he should have discussed the controversy in his State of the Nation Address (SONA) last Monday, July 22.

Santiago cited unemployment and underemployment as the main issues Aquino should have zeroed in on.
