SAMAR, Philippines – Some 300 inmates of the Samar Provincial Jail in Catbalogan City have petitioned the governor and the vice governor to remove Jail Warden Victor  Templonuevo for his alleged failure to prevent the abuses, corruption, and immorality committed by his staff.

The inmates felt that the jail management had not acted on their complaints after the two sides had a dialogue on April 17. They decided to send a petition to Samar Governor Sharee Ann Tan and Vice Governor Jimboy Tan.

The inmates are complaining about the budget cuts for them, the inhuman or degrading punishment they are given, the special treatment accorded some inmates, and alleged immorality of some jail personnel.

According to Renato Baleros, a member of the anti-repression and corruption committee of the provincial jail, political prisoners like him are struggling with abusive treatment by some jail guards.

“Hinuhusgahan na kami at pinahihirapan na parang kriminal (We are already judged and punished like convicted criminals), Baleros said.

He said the budget for inmates’ food had been cut down from P35 a day to P21.

Meanwhile, Ipe Soco of Katungod Sinirangan Bisayas said that there had been a pattern of complaints they received concerning conditions of jailed suspects in the region. Aside from inhumane treatment, they also complain of overcrowded cells, which he said was a clear violation of the constitutional rights of prisoners.

“We call on  authorities to uphold the rule of law, to respect human rights, and to ensure that all person, to include the prisoners, are afforded all the human rights and fundamental freedoms they are entitled to,” Soco added. – Rappler.com
