The Department of Education (DepEd) and the Civil Service Commission (CSC) call on teachers to remain neutral as they prepare to man polling precincts around the country for the May 13 elections

NEUTRALITY. Both the DepEd and CSC implore for neutrality amidst election excitement and tensions

MANILA, Philippines – The Department of Education (DepEd) and the Civil Service Commission (CSC) called on teachers to remain neutral as they prepare to man polling precincts around the country for the May 13 elections.

In a statement released on Friday, May 10, Education Secretary Bro. Armin Luistro reminded the teachers to be non-partisan.

“Election day is one activity that tests the integrity of the teachers. Let’s continue to show the world that we will not allow any form of cheating during elections,” he said.

In a separate statement released the same day, CSC chair Francisco Duque III advised teachers and government employees to “avoid engaging in partisan political activities as part of their sworn duty as public servants.”

“While we encourage Filipinos to exercise their right to vote, we would like to remind government employees to remain committed to public service. The law requires government employees to practice political neutrality,” Duque explained.

Duque added that Republic Act (RA) 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees, lists “political neutrality” as one of the eight norms of conduct of public servants.

Luistro, meanwhile, said the DepEd is readying its Election Task Force (ETF) Operation Center to assist teachers on election day. – Rappler.com
