MANILA, Philippines – Cagayan Valley will have cloudy skies on Thursday, February 19, according to state weather bureau PAGASA.

In its 5 pm bulletin Wednesday, February 18, PAGASA said these skies will bring moderate rains and isolated thunderstorms over the region. 

Partly cloudy to cloudy skies will bring isolated isolated rainshowers or thunderstorms over Metro Manila and the rest of the country.

The tail-end of a cold front is affecting the eastern section of Northern Luzon. 

Moderate to strong winds will blow from the northeast over Northern Luzon, causing moderate to rough seas. Elsewhere, coastal waters will be slight to moderate as light to moderate winds blow from the northeast.
