MANILA, Philippines – The US$1.01-billion road project connecting parts of highly populated Cavite and Laguna provinces is among the priority infrastructure projects the Aquino administration will push in 2013. 

Public Works Secretary Rogelio Singson told reporters after the inter-agency Infrastructure Committee meeting on Tuesday, October 30, that the the feasibility study on the 4-lane, 47.02 km Cavite-Laguna Expressway (CALAX) project has been completed. 

The CALAX project, which will connect the Manila-Cavite Expressway (CAVITEx) and South Luzon Expressway (SLEx), will be among the two projects under the Public Private Partnership (PPP) scheme the Department of Public Works and Highways (DPWH) will pursue in 2013. 

“Hopefully, the Cavite-Laguna expressway, will finally proceed next year. These are for rollout since their feasibility studies have been completed. We will now just present it for final approval to the NEDA (National Economic and Development Authority) Board,” Singson said. 

The NEDA Board, chaired by President Aquino, gives the last go-signal in the government process for rolling out major projects identified as part of strategies for economic growth. 

Two sections

The road project will be divided into two sections: the PPP section and the Official Development Assistance (ODA) section, which multilateral agencies will fund.

The PPP section is the 36.01 km length of the expressway from Kawit, Cavite to Sta. Rosa, Laguna. The ODA section is the remaining 11.01 km part of the road from Sta. Rosa, Laguna to SLEx at Mamplasan Exit in Laguna.

“The private proponent shall be responsible for the financing, designing and constructing of the PPP section, and the subsequent operations and maintenance (O&M) of the entire CALAX,” the PPP Center explained. 


Aside from the CALAX road, the other project soon to be submitted to the NEDA Board for approval are the two sets of the 10,000 classrooms project of the Department of Education (DepEd), Singson shared.

“We’re going to proceed with the school buildings (PPP project) for additional two sets of more than 10,000 classrooms each,” Singson said, adding that feasibility studies on these have been finalized, too.

The additional classrooms project of the government will be patterned after the $389 million-worth PPP for School Infrastructure Project (PSIP) Phase I, which was awarded to consortiums of Citicore Holdings Investment, Inc.-Megawide Construction Corp., Inc. and BF Corp.-Riverbanks Development Corporation last October 4.

The Phase 1 of the project involves the design, financing and construction of about 9,300 one-storey and two-storey classrooms, including furniture and fixtures, in various sites in Region I, III and IV-A.  

The project aims to supplement the current program of the DepEd in reducing classroom backlog. –
